The instrument is FormAzienda, a Joint Interprofessional Fund which companies can join to turn a mandatory contribution already paid to INPS into real value for their business and their employees.
What is FormAzienda
FormAzienda is a Joint Interprofessional Fund established by trade unions and employers’ associations under Italian Law 388/2000. It allows companies to use the 0.30% of taxable payroll paid on a mandatory basis to INPS as an involuntary unemployment contribution, to fully fund staff training projects – at no additional cost.
In other words: these are resources the company already allocates by law, which through FormAzienda can be redirected into training – improving the quality of work and ensuring real professional growth.

▸ Does joining involve any costs or obligations? |
No, there is no impact on the company budget. Membership is free of charge, involves no minimum spending requirements and remains valid until revoked. Training is delivered free of charge or on a co-funded basis, depending on the project and the company’s needs. |
▸ How quickly can training begin? |
Through our system account, once you have joined, training can start immediately, with no need to wait for company contributions to accrue. |
▸ Who handles the operational side? |
We do, entirely: design of the training plan, submission to the fund, administration and reporting. The company bears no operational burden other than periodically identifying and communicating its training needs. |
▸ Are there any restrictions on the choice of trainers or delivery formats? |
No. FormAzienda has a wide network of expert trainers, but it also guarantees full flexibility: you can keep your trusted trainers or training providers, choose between in-person, remote or blended training, and independently define the timing and structure of each course. The fund finances the project - it does not impose the provider or the format. |
